Credit appears on the billing statement for the month the fee/charge hit. It is not an instantaneous credit that you'll see in the account online, it only applies at close of statement.
The year your purchase counts against is based on the statement date, not date of purchase. Tickets purchased late in the year, especially in December, will almost certainly count against the benefit in the following calendar year. Do not wait until the end of the calendar year to use your credits!

Interesting DP: I booked a ticket on AS and then immediately canceled in favor of a points redemption on WN. Ended up getting credited for the ticket I canceled (this is all within one statement/billing cycle), so evidently Citi doesn't track refunds against credits. Theoretically one could book $250 in air travel and then immediately refund it, though I don't know if Citi has any means of detecting that you've now gamed the system. I assume you'd only profit if you never intended to use the Citi card for airfare (at all).

If you have all three cards and are specifically looking to use your $250 prestige credit, you would use the prestige. CSR credit is way easy to use (even uber/tolls) and amex credit cant be used for airlines like ryanair. My response was directed at OP but your point is taken. I have these three as well and for cheaper tickets prefer the 3 hr insurances, 750 UR vs 750 TYP isn’t enough for me to blink at using the prestige (without considering the $250 credit usage). If you have ever used the citi insurance coverage before it might sway you. But of course, ymmv.

If the card transaction is submitted by the agency it will not be reimbursed. If it is submitted by an airline it should be.

Aeroplan purchase = no air credit
I purchased tickets on Aeroplan with a combination of Air Canada miles and cash charged on the Prestige card for the taxes and fees. The cash portion was $159.01 US. It coded as "novelty/souvenir shops". Citi says that they have no information about Aeroplan being anything other than a "novelty/souvenir shops". Even if they did they say, the coding is all that matters. They cannot override the computer on this they say. So no airline credit for me. No 3x points for airline expenses. I did escalate and got a supervisor that gave me 5000 pts for the issue.
I thought I would try to bring it up with Aeroplan. Ha! I could not find anyone interested at their 800 number. Their Twitter team says I need to escalate this with my credit card company and that they have no control over the coding as that is up to the credit card company. I responded that that was not true and they have people that can make sure what coding is used on charges. Anyway thought if someone wanted to try this they would want to know how screwed up this is.

Aeroplan's card acquirer, the company that processes their card transactions, chooses the merchant classification. In any event, Aeroplan is not an airline, and would not qualify for reimbursement even if classified more accurately.
