Reimbursement times vary but seem to have improved in 2017, now about 2 weeks is most common. See this thread for details.

Starting for reservations made on or after July 23, 2017, this benefit will give you the average nightly rate on stays of 4+ nights, and will NOT include taxes.

FAQ
Will I be able to earn points on rooms booked via the Concierge?
Yes

What rates can the Concierge book?
Any rate you can book online at the hotel website should be bookable by the Concierge.

Are taxes included in the 4th night refund?
Currently yes. For reservations made on or after July 23, 2017, this will change and taxes will not be included.

Has anyone used a DSU at Hyatt with Citi prestige? any problems after having Citi book with then applying the DSU and getting the rebate?

Furthermore, I just tried to make a booking for 2016 and was told that they cannot guarantee that the 4th night free benefit will be extended for 2016...

I booked for march 2016 last month and they did not say anything. The confirmation email and invoice states that I will be getting the 4th night free and World Elite benefits.

Interesting... they said if I booked a prepaid rate then the benefit would definitely apply but couldn't guarantee it for a flexible rate for March....

Haven't used it but I don't think it would be a problem as the rate doesn't change. I'll let you know in 2-3 billing cycles if 4th night credit for my Starwood stay post in which I used a suite upgrade.

I wouldn't count on it even on a prepaid rate unless they credit prior to actual stay.

They will credit prior to actual stay on a prepaid rate. I booked a stay for September on a prepaid rate, and have already received the credit.

However, one thing I noticed was that they seem to credit a foreign currency transaction at the current forex conversion rate. So my credit wasn't exactly 25% of my stay (all 4 nights were the same price) as charged in USD, but was equivalent to the 4th night converted to USD at the current exchange rate.

Should be possible as AAA is possible. Sometimes I would just provide a screenshot in response to their quote email to get the AAA rate.

anyone else have this experience today?
Same experience for me today. I pushed back but would not put CWT advisor on phone- said have to wait for email now.

Definitely not a good sign. Sounds like they don't want to devote any more resources to this benefit.

My most recent experience is that the CWT advisors are not very detail oriented and/or competent. After two separate requests, the latter to combine both searches, they were unresponsive until I called again.

After the call, I received a combined set of rates for all requested hotels, though they did not have the same availability to when I first requested, which was frustrating and the rates had increased, even more frustrating. More astonishing, is that the advisor had accidentally multiplied one of the rates by 3x, not by 4x, and deducting it after. I pointed that out in my response.

I did, however, finalize and make an exceptional booking. Before this, I compared the rates to AMEX Travel (where I normally book hotels through), and the rates were competitive and cheaper when you factor in the 4th free night.

I'll be completing this trip in the next week, I'll report more, hopefully it is a more positive data point.

Both the CWT people and the Citi concierge layer are C+/B- in competence. If it wasn't for the benefit I can't imagine one would ever find that they have value added over a typical OTA.

I thought originally the idea was that Citi would use this benefit to reacquaint their high spending Prestige clientele with the value of booking travel with an old school travel agency - agents who know the difference between various hotels and hubs and all that. And then eventually some bookings would be gathered up on a standalone basis i.e. without the 4th free, if they reached out via marketing or the customers called back with special requests after being suitably impressed with a seamless easy booking process. But we've never had a further contact from them, and nothing they've done suggests they can add value.

Whereas when we've booked specialist foreign ski travel, we have used agencies that focus on that niche, which provided real value add thus earning their commission. Probably unlikely we could have gotten that comm turned into discount if we went direct.

That 4th Night free should be measured in the context of perhaps a 10% hotels.com effective discount, a portal bonus of lets say 3-5%, and the vexation of having to use their process.

I have not checked the printed documentation which came with the card.

This page contains stale terms showing that this is an annual benefit:

You will enjoy a complimentary fourth night with no black-out dates, when you book four consecutive nights at any hotel booked by a personal travel advisor designated by MasterCard (the “designated travel advisor” is Carlson Wagonlit Travel). Bookings made through other methods such as, travel agents, websites or directly with a hotel will not qualify. Rate quoted must be equal or lower than best rate available at hotel's website. To receive your complimentary night you must: 1) Make a reservation for a minimum, consecutive four-night stay by contacting the Citi Prestige Concierge, to book directly with a designated travel advisor. 2) Fully pay for your stay with a Citi Prestige Card. Hotel imposed fees and incidental guest charges are the cardmember's responsibility. The value of the complimentary night will be the actual rate on that applicable fourth night of the reservation, even if the rate is different from the rate on other nights. You will be charged the total cost of the stay at checkout and will receive a credit to your credit card statement for the cost of the complimentary night (and the applicable taxes) within two billing periods following the month in which travel was completed. If you book a special pre-paid rate, this may require upfront payment in full at time of booking, you will receive a credit to your credit card statement within two billing periods following the date of purchase. This benefit can only be used by each primary account. All travel must be booked and travel started for this benefit by December 31, 2014. Please see International Complimentary Night Hotels and Resorts Program in the Citi Prestige Card Terms and Conditions.
This page shows that Citi can change anything at any time:

We have the right to add, modify, or delete any Citi Prestige Card benefit, service, or feature at our discretion, at any time. Citi is not responsible for the products or services offered by other companies.
