Getting an IDP in China

I have a colleague in Beijing who would like to be able to rent a care when travelling abroad. I told him about the International Driving Permit / License but he had never heard of it. In the US the AAA issues them. Any ideas of who issues them in the PRC?

What DL does your colleague have? Chinese DL? Israeli DL?

PRC is not one a signor of the 1949 World Convention on International Traffic, so the IDP is not recognized in China and Chinese DLs are not recognized in the US and probably a lot of countries in the world.

He has a Chinese DL. It is interesting. His DL is all in Chinese. His wife got hers more recently and while the labels are in English the content is still in Chinese. For this reason the rental companies in Israel couldn't rent her a car. Had her name and details been in English they would have been fine.

Again, it's more than just the language. Unless China and Israel has their own bilateral agreement, someone with a Chinese DL can't drive in Israel or many countries.

I dont know how it would work for people from China since
its not part of the IDP convention.

If there is a way to get a license issued in English, it would work in most
countried without an actual IDP.

(Just sent an email to a friend in PEK to see if she knows anything.. )

Here is a response from a friend who lives in PEK

Usually, a Chinese person can get a notarial deed, a kind of legal document in English to prove that ther person has a Chinese driver liscence. It can be obtained from a government office called notarization office. With that, a Chinese person can drive in other countries.

cpx is correct, all your friend needs to do is get his license notarized.

A friend of mine from China got his first US taffic ticket for parking on the sidewalk in the opposite direction of traffic. So that's one reason.

Well, when I drive in Europe or in China I would have to adapt to the local driving style, else I would be dead in no time.
