Right. TWOV and VOA are different. TWOV lets you stay in a region. It could be Guangdong Province or Jiangsu/Zhejiang/Shanghai or Beijing/Tianjin, but you need an onward ticket. There have been several cities that have been added, but this thread specifically refers to the Shenzhen VOA AFAIK (which only allows one to stay in the Shenzhen SEZ and not all of Guangdong Province)? Sorry if I was being unclear; I just wanted to know if the West Kowloon Mainland Port Area could be used as an EXIT TO HK for the Shenzhen VOA, which does not require an onward ticket.

My knowledge about TWOV is significantly better than the Shenzhen visa, but I can't profess to be an expert on either because the rules are constantly changing, and there are some undocumented rules.

The Shenzhen-only VOA does not require -- and never has required -- any pre-spplication or
pre-approval. You get it on the spot at Luohu etc.

Note the Guangdong 144-hour TWOV requires arrrival at an airport, so it's really a different kettle of fish.

Immigration has been an interesting topic in China because of the complication on the organization.

Long story short - SZ Gov't does not actually manage the HSR station, even some wordings may include SZ. Many of the functions are carried out at the national and/or provincial level.
