I can actually see it from my bedroom window, and assumed it was complete because it features a different lighting scheme almost daily. When it was under construction, I feared it would be sinfully ugly. However, it turned out to be pretty nice. I have not heard news about a hotel tenant there.

International hotel chain Interstate Hotels & Resorts China (a subsidiary of the joint venture of the American real estate company Thayer Lodging Group and a large Chinese hotel chain - a joint stock company Shanghai Jin Jiang International Hotels) will open the world's highest ultra-luxury hotel - Shanghai Tower J-Hotel
The Shanghai Tower joins the Jin Mao Tower and SWFC to form the world's first adjacent grouping of three supertall buildings.
Dwarfs the two adjacent Hyatt Hotels.

The Shanghai Tower will have more floors. 121 vs 118 ( HK Intl Commerce Center )
But the RC hotel goes to 118th floor, the Shanghai Tower J Hotel to 110 th floor.
Technically I would think RC would be higher, definitely has a better view.

Awesome looking building which, as moondog notes, they now light up at night making it look even more awesome. That said, it's in Pudong so it's really not an attractive place to stay no matter how many stars or how "ultra luxurious" it is. The Jinjiang team managing it doesn't inspire confidence either.

And, here is 20 years back (I've posted this before; a picture I took myself):

By the way, if you go to the Urban Planning Exhibition, you can see images/models of Lujiazui when there was nothing there at all (apart from small houses). Second to the aquarium, the Urban Planning Exhibition is my favorite tourist spot in Shanghai.
Eta: The main reason 1995-2000 progress was more notable than 2000-2015 is the focal point shifted to Beijing during 2001. In both cases, more than half of the world's construction equipment was in each city.
I'm planning on posting a "20 years in China" thread next month, and will explain more.

Wonder when the first glass panels will come crashing down?
