Yes. You need to pick up your bags at the international bag claim, take them through customs, then re-check them on the other side of customs. You're then done with international at that point, the rest of your trip will be as though you're on domestic travel. The bad part is you'll need to go through TSA security post customs. So any US carry on rules will be re-enforced once again.

That being said, do double-check with the Canadian check-in staff to make sure that your bags are checked through to Europe, and then confirm this on your bag claim receipt.
And do realize that on the return, this is not true--flying from Europe to Canada via the US will require you to claim your bags and clear immigration/customs at the US transit airport.

In this case, since the OP is starting in Canada, it is probably safe to assume that the OP will pre-clear customs and immigration in Canada. Therefore, there should be no need to claim bags in CLT, or even re-clear security, since pre-cleared passengers are treated the same as domestic passengers on arrival.

Welcome to Flyertalk. No you do not need to transfer your luggage. After the plane is off loaded your luggage will be sent to TSA to be re-screened then transferred to your European connection. Enjoy.
