You are clear. 5/24 only applies to new accounts opened. A PC isn't a new account, its changing the card associated with an existing account..

I wrote down that note a few years ago. However, I can't find a source to back it up anymore. While looking for a source the current info says PC max per year for Chase is unknown. I'll edit my post to remove that section. Good catch.

It might not be a rule but it certainly makes sense. I try to keep it to no more than 1 cancel/downgrade a year just in case
