I was about to suggest installing Deliveroo or Foodpanda and have someone perform a contactless delivery; however, I read in the Govt PR they will provide the food so no such creativity allowed

This is playing with words by the HK government, to not embarrass China: 99% of Mainland Chinese who would want to go to Hongkong for visiting/tourism only get a 6/7 day visa. As this is shorter than the compulsory quarantine period of 14 days, they will be rejected at the HK border. There are a few exceptions of chinese who get longer visas, but these numbers are very low.

Yesterday for example, there have been 992 arrivals of HK residents, 65 of Mainland Chinese, and 33 Visitors other than chinese.

Just to clarify for non-HK readers: the difference between 7 day visitors and “transit passengers” (banned) and total border closure as demanded by HA employee protest is that we’re still admitting visa holders (non-permanent residents) from the Mainland, such as those holding student, family, work, long-term business or other long-term visa holders.

I don’t see them as a health risk really, 14-day quarantine is a sufficient deterrent to stop them from commuting, which is the real risk until pandemic over.

Not to mention we cannot close the border to permanent residents without breaking the Basic Law or requiring an Interpretation.

Generally you are right, but those 65 Chinese arriving yesterday as by the ID statistic are not non-permanent residents, they are visitors. So probably those exceptions mentioned somewhere (children of HK residents, ppl officially being involved in corona-aid) or just ppl that had to be allowed in due to pressure from the commies (as I'd guess from what has been happening in recent days)...

The mainland Chinese can travel to Hong Kong. That's my point. They are the first ones being denied entry. Now they are the only ones being allowed entry to Hong Kong.

I'm not sure. 8-180 day visa holders (>180 days will be counted under HK Residents as they would be required to register for HKID)?

Think I misread your earlier post - I read it as foreigners in Mainland. You meant Mainland residents, of course.

Logical from my accountant's mindset - they were the first to have the outbreak, they're the first to come out of it. First In First Out.

This is my read on it as well... The announcement says one thing.. but practically none of the mainland Chinese "visitors" will be allowed in because of the condition of their visa will not last longer than the mandatory quarantine period.. The remaining ones will have a long term visa which essentially means they are a resident of some sort... The other visitors who are not mainland Chinese would have to have been in China, macau or Taiwan long enough already...

Apparently Australia will keep its borders shut for another 3 to 4 months:
