I redeemed F on Jal sfo-hnd but they changed planes and bumped me to J. They rebooked me on J but at new pt cost and taxes. They refunded pt difference based on new higher redemption and asked me to pay additional taxes. They claim it’s a new booking based on current rates. I think bs that Jal changed planes, bumped me to lower cabin and asked me to pay more pts and taxes. Is this your experience too? I think the right thing to do is honor redemption rate and taxes based on the time i booked, but new rates. Any thoughts?

Since this involves a flight to the U.S., U.S. DOT regulations apply. The DOT says that if you are bumped from F to J on an oversold flight, you are entitled to a refund of the price difference between the two classes of service. Not sure if the same rule applies when the higher class no longer exists due to an aircraft change, but I would nonetheless file a DOT complaint against CX or JL and let the DOT sort it out. Typically, the operating carrier -- not the ticketing carrier -- that is responsible for making the refund in a downgrade situation, but I'm not sure if that is true in your particular case.

Got it. I’d imagine that Cathay would be responsible for fixing this since I booked my tickets using their rewards program. I’ll file the complaint when i come back from my trip. The issue here is Cathay rebooked me at the higher fare and charged me higher taxes. It’s a but complicated because it’s not cathay’s fault but I think they should still honor the redemption rate at the time I made the initial booking.

I believe JAL being the operator of your flight bears all responsibility re this - but stand to be corrected.

But i redeemed through Cathay and Cathay coordinated payments with JAL, don’t they need to coordinate with JAL for the rebooking? I’m not sure Jal could even help with this issue since redemption and communication went through CX. I can try to contact JAL later but they may tell me to contact CX again.

IMO, you should deal with CX. It is CX who will refund your miles, not JL.
There is no issue about refunding the difference between F and J.
The issue is whether CX should use historical prices or current prices. A similar issue would arise if it were a revenue ticket on CX metal.
You have to argue with CX that they should use historical prices.
Of course, CX needs to reissue the ticket and the higher rates for miles and surcharge will automatically apply. Hence, it is a goodwill gesture from CX , unless the case is mentioned somewhere in their T&Cs.
