Since this involves a flight to the U.S., U.S. DOT regulations apply. The DOT says that if you are bumped from F to J on an
oversold flight, you are entitled to a refund of the price difference between the two classes of service. Not sure if the same rule applies when the higher class no longer exists due to an aircraft change, but I would nonetheless file a DOT complaint against CX or JL and let the DOT sort it out. Typically, the
operating carrier -- not the ticketing carrier -- that is responsible for making the refund in a downgrade situation, but I'm not sure if that is true in your particular case.
