Which date do they use to calculate Phase spend? transaction date or posted date?

“Eligible Transactions” are retail purchases (including both local and overseas transactions), online purchase or posted amount of instalment purchase (not applicable to UnionPay Credit Card) but do not include without limitation cash advances, gambling tokens, insurance payment, Octopus Automatic Add Value Service, bill payment (including but without limitation tax and utilities payment) via Internet/ATMs/Phone Banking Services or other available means, any money/electronic money transfer (including but not limited to any transfer made via person to person (P2P) payment services or mobile device/app/electronic funds transfer platform), unposted/cancelled/refunded/falsified/unauthorized transactions.

Looks like Octopus, bill payments and electronic wallets are excluded.

How long do you generally have to realistically wait after cancelling a card before being eligible to re-apply under a welcome offer? I know most (all?) banks state in their T&Cs that you have to wait at least 1-2 years but my personal experience is very different from other countries I have lived in.

What's the best card for overseas car rental payments in that case? (where you rarely, if ever, seem to sign a card slip--at least with Hertz). I've been using either HSBC Visa Signature (my 6X RC is set to overseas spending) or Stan Chart AM (when they have an overseas spending promo). Are there any data points on how these two banks classify this type of payments?
