CX in Singapore does request that only "Club" members queue up at the Business Class line.
I've heard the agent time and time again, ask people if they are "Club" members when they suddenly run up to the seemingly empty check-in lines.
And the sort of answers I hear make my eyes roll in synchronisation with the check-in agents...
"Eh? Yah loh... Island Club?"
"Can. Got Diners Club!"

As Christep says too... it's probably a "Singaporean" thing to be rigid and go by the book. But really try doing the same thing at the PPS lounge and see where you'll be directed to!
