those generic orange OneWorld priority tags has been around for sometime already, at lease a few years. they are attached when you are interline onward to another OneWrold flight.

Very similar experience today. AA-CX connection through ORD. Upon arrival in HK, my checked bag was tagged by AA with the OneWorld priority tag, and came out as one of the first bags.
