Interlining and priority tags

A couple of months ago while checking in at the CX F counter in HKG, I saw a stake of generic orange Oneworld "Priority" tags (the kind that you insert between the barcode tag) beside the check-in agent's keyboard.
Perhaps those tags are used by CX when a passenger is connecting to another Oneworld carrier (either as a replacement to their own First/Business tags or in addition to their own First/Business tags)?
Somehow it seems like that if a bag is tagged with a generic Oneworld priority tag that retagging is not to be done down the line? I hope this new generic tag is a new protocol for Oneworld carriers.

Very similar experience today. AA-CX connection through ORD. Upon arrival in HK, my checked bag was tagged by AA with the OneWorld priority tag, and came out as one of the first bags.
