Reservation system glitch?
I usually book through Avis.com since logging into our business booking portal is a pain. Today I was greeted with all locations in the entire city telling me they are sold out. I tried calling the Avis First line and a less than helpful employee told me the same thing and refused to look up a Wizard # to search with, proceeding to tell me all locations within the major city are sold out.
I requested her manager because her service was substandard in a number of other ways, however, while on hold I also logged into my booking portal and made a reservation. I checked two locations and both had cars after all.
I'm wondering if perhaps this is a short-term website glitch? I seriously doubt people are rushing to Avis locations in Philadelphia to return cars at 5am.

I was in PHL tonight to swap a mechanical issue. The agent took nearly 10 mins to find me anything, and that was because she called and had them clean one for me! While she was typing away looking for anything, another snippy agent walked over and said "you can't give him any cars. We're completely sold out!". Agent #1 said, "It's a swap and he's a chairman." Agent #2 rolled her eyes and walked away.
I looked earlier in the day to see what they might have open to swap with and it showed sold out. With the storm, the NE is short of cars (many people are using rentals since theirs was washed away). Also, hotels near PHL have been hard to come by both this week and last.. even with a few days' notice, which is very odd.
