Does the Maldives accept certification of recovery for entry? I haven't found anything that says yes or no.

Guidance for Positive recovered International Travelers

Positive recovered travelers are required to present a valid PCR result prior to entry into the country. The sample for the PCR test must be taken not more than 96 hours prior to scheduled time of departure from the first port of embarkation enrouted to Maldives. This requirement is not mandatory for children below the age of 1 (one) year.

Travellers who recently recovered from COVID-19 (previous infection within 60 days prior to date of departure) and got a positive PCR result from the sample tested for travel, must also present the documentation of recovery from COVID-19.

Positive recovered travelers should follow the process described below:

1. Passengers arriving into the country must complete and update the traveler Health Declaration through the Maldives Immigration IMUGA online portal within 48 hours prior to departure to Maldives.
2. PCR test result, COVID-19 recovery proof and any other applicable documents should be submitted when completing the online traveler health declaration form through the IMUGA portal. And these documents must also be made available to check.
3. Additionally, check with the respective airline for their pre-boarding requirements prior to commencing your travel to the Maldives

The document containing ‘proof of COVID-19 recovery’ should state

• Name of the passenger (name as in passport)
• Passport number/National identification number
• Health status owing to COVID-19 infection
• Sample collection Date (which gave the initial positive result)
• Document (proof of covid-19 recovery) issued date

Note: Remotely verifiable COVID-19 recovery pass/proof issued by government/ official authority is accepted and preferred, where available.

I will arrive at MLE on 23rd March via a flight which departs from DXB at 04:30am on 23rd March. I plan to take a PCR test at 05:30am on 19th March in Dubai, which should be within a 96-hour window (yes, very narrowly). I believe this PCR test should satisfy below requirement by the Maldivian government?

It is not the Maldivian Government that would create any issues but the airline if any. It should not be an issue at all.

Just passed through immigration this morning. Took about 30 minutes around noon. My general impression - if you handed over all your paperwork with your passport they didn’t look at it, but stamped you through. If you didn’t have the paperwork ready, you got a lot more scrutiny and the whole process took longer.

Just to add some information from Maldives. Maldives does not requite a negative PCR test to fly out. It is the destination that may require it. Maldives quarantine is 7 days after testing positive and hence no more self isolation on the 8th day onwards. If you test inconclusive then they will not give you a recovery letter. If you test positive they will give.

This is no longer the case unless your arrival country needs that. Plus the quarantine time if you test positive is 7 days and then you can get a letter of recovery from the Health Protection Agency after that. The worst scenario is an Inconclusive test without testing positive. Then you are done for until you get a negative test.
The resorts may try to pull one on you but according to the Maldives Civil Aviation Authority there is no need for a PCR test to depart MLE. It all depends on the arrival country and airline.
