ATT is the ONLY merchant has both TV and cell phone. I paid a landline service and still triggered both offers.
It is determined by the merchant, nothing to do with the method of making the payment as long as it is online, with the right AMEX card.
On the Cable TV offer, it specifically says not included payment made at service center (such as Xfinity has service center). Only online payments would qualify.

my offer says tv only. my question is do they only count the tv portion of bill, or entire bill.

My phone is landline, NOT even mentioned in neither of the 2 offers! But it triggers BOTH the cell phone AND the Cable TV offers. There is NO TV, NO internet, NO Cell Phone service from ATT, just a plain old landline I need to keep.
So this is not clear enough to you on how the offers would work?!

The Yelp $300/300 reappeared on several cards that didn't have it when first offered a few months ago. Good until Aug 18.
I also got the Hilton $300/3500 on all of my MR earning cards.
The Amex Travel $500+/7500 was on my Everyday cards.

I believe I booked a prepaid hotel once, a couple of years ago, on a card that I have since closed. I do use FHR a couple of times per year, but my understanding is that is completely separate from the regular travel portal.
