Question
Have a Plat Delta AmEx credit card. Would like to apply for Plat charge card, but have been waiting for [non-targeted] offers. Anyone have any sense that any offers might be coming out so, or should I just go ahead and apply?

Doubt it. You have to apply using her info and then get an authorized card for you.

Update, I did it online and no name was attached, so it can be transfer to any one
