This is an awesome deal!

I just received a targeted offer for 40,000 Skymiles after spending $1000 in 3 months.

This 70,000 mile deal is much more awesome!

No prom code. Seems you have to book a tix and then "maybe" they will show this offer to you.

You can cancel a flight until midnight of the day after (so at least 24 hours) ... buy a flight with a credit card and see if you get the offer. Then cancel it for free.

Since op stated the offer appeared after payment was made, it could also be the type of credit card used (issuer, rewards program ,etc). Although I kind of doubt delta IT would be capable of this.
