Sharing a quick update on this:
This is from https://www.executivetraveller.com/n...rrivals-lounge but no clicking of the link is necessary because the nutshell summary is as above.
ANA hopes the time will be right to reopen the mint-condition T2 Arrival Lounge to first and business class passengers and top-tier frequent flyers “in winter, towards the end of this year (or just) after the winter,” ANA’s Assistant Manager of Products & Services Planning, Miho Kato, tells Executive Traveller.

You will need staff assistance to get back to arrivals. There is no open route for passengers. But you can speak to the reception at the lounge, and they can arrange an escort.

FWIW, if you want to freshen up after arrival, they have pay shower rooms in the public area of T3 (sometimes a very long wait, especially early in the morning), or you can walk over to Airport Garden and visit the onsen in the Villa Fontaine hotel.

It is not a reopening, as it never opened back in 2020.
The TIAT shower rooms are available for J and above passengers in T3.
