Funny, but no. I was looking at the words you wrote and it reminded me of my personal belief that rouge will become ML with the exception of some premium routes:

I'd call it "rouge creep". As I've stated repeatedly in other threads, it has nothing to do with the strategy to create rouge, just how AC chose to handle the deployment.

The IT issues are many and never-ending. Yup, "we're working on it"

You're reading too much in to this. I think it's just a simple IT glitch.

I think it's a holdover from when Premium rouge was a blocked middle seat, which is not what people expected when they paid for business class.

It says it for both Y and J though, so I don't think it's that.

Update on this: the taxes/fees for the ticket I was trying to book were charged to my credit card by Air Canada. No ticket was ever issued. Wish me luck getting a refund for taxes on a ticket that doesn't exist?

It showed up as a pending transaction immediately afterward and I assumed it would disappear eventually as the ticket was never issued. But today, the transaction was settled and now appears on my Amex account. I'm not even sure who to call as the charge is from AC not AE. I may just take it up with Amex directly.

So are you sure you don't have a ticket number?

Right, usually for AC charges on AE tickets, I get a memo line similar to purchasing a revenue ticket:

AIR CANADA AIRCANADA.CO WINNIPEG
ROUTING: FROM: TORONTO LESTER B P
TO: VANCOUVER INTERNATCARRIER: AC CLASS: I
TICKET NUMBER: 014xxxxxxxxxx PASSENGER NAME: SMITH/JOHN MR

In this case I don't have any of that.
