Funny, but no. I was looking at the words you wrote and it reminded me of my personal belief that rouge will become ML with the exception of some premium routes:

I'd call it "rouge creep". As I've stated repeatedly in other threads, it has nothing to do with the strategy to create rouge, just how AC chose to handle the deployment.
The IT issues are many and never-ending. Yup, "we're working on it"

Here's a new one. Looking at some flights for later this year that involve rouge. When selecting any economy fare, it says "you will be seated in rouge". Selecting business class, it says "You will be seated in Premium rouge". There are links on the words "rouge" and "Premium rouge" respectively. Those links used to (and I think are still supposed to) point to the page on the AC website where it talked about classes of service, but now the links just point to the rouge homepage, i.e. are useless.
Now, you get exactly what you expect, so I'm not sure why they bother.
The difference between Premium rouge and mainline J on SFO-YVR is the colour of the interior, and IFE.

I think it's a holdover from when Premium rouge was a blocked middle seat, which is not what people expected when they paid for business class.
Now, you get exactly what you expect, so I'm not sure why they bother.

Update on this: the taxes/fees for the ticket I was trying to book were charged to my credit card by Air Canada. No ticket was ever issued. Wish me luck getting a refund for taxes on a ticket that doesn't exist?

It showed up as a pending transaction immediately afterward and I assumed it would disappear eventually as the ticket was never issued. But today, the transaction was settled and now appears on my Amex account. I'm not even sure who to call as the charge is from AC not AE. I may just take it up with Amex directly.
