I just think it's an unreasonable conclusion to draw. "It's been 13 months since they last announced one." is very different from "They've announced they're never doing another one."
This is a better point, but I specifically asked about that once, and was told his departure would likely not affect future offerings.
Other factors might, but that would not.
As for loopholes, they changed virtually nothing between v3 and v4. Which means they liked v3.

The only "loophole" I saw being closed was routing YQR-YXE via YWG. Which, for most of the year, is the only way to book the ticket.
And if they close "loopholes" like that, then it costs people like me even more money in EYW, which would be a larger incentive to run another one.
