By the way, all the fares you quote are return fares? The reason I ask, is with the Roots Air advertisements in the newspaper, it is quoting a full fare economy trip between Toronto and Vancouver to be over $3,000, on AC.

AC*SE, are you sure? I know it just doesn't sound right, but there are no restrictions on this fare, it's totally refundable and changeable, unlimited stopovers (if you change the destination so YYZ is a connection point). Also, it's a walk up, no advance booking fare.
Maybe it isn't Y, but what's the difference?

Mystery solved. The $1500 fare is the Y2UK fare off the LHR-YYZ fare table.
There is a lesson here for the Élite/Prestige folks: fly one-way Y2 YYZ-LHR, and then ticket your return from LHR. Save you almost $650 on the RT.
And if you are doing more than one, buy the RT in LHR, because the Y2UK allows for open returns.

What is the cheapest Y fare (with fare coding) that is upgradeable (for Elites/Prestiges) from Toronto to LHR, if:
1) one buys a return ticket, originating from Toronto.
2) one buys a return ticket, originating from LHR?
3) one buys a one-way ticket, originating from Toronto?
4) one buys a one-way ticket, originating from LHR?
Are there such things as a non-refundable Y tickets, in addition to fully refundable Y tickets?

Cheapest YYZ LHR, round-trip, upgradable fare for Élites are:
1) YYZ-LHR-YYZ, Y2 - CAD $2796
2) LHR-YYZ-LHR, Y2UK - CAD $1500 (approx.)
The one-ways are half of those figures.
1) YYZ-LHR-YYZ, Y2 - CAD $2796

As promised, direct from the CIC bulletins...
Domestic tickets (within Canada) issued on/after 01Mar, 2001 change fee will be CAD145. Tickets issued prior to 01Mar, 2001 will still be CAD100.
Transborder change fee increased for tickets issued on/after 31Jan, 2001. The new fee is USD100/CAD145. Tickets issued prior to 31Jan, 2001 will remain at USD75/CAD100.
As an aside, any ticket that was issued prior to the increase date and is subsequently entirely reissued after the increase, will be subject to the new levels.
