I have family up in Thunder Bay and try to make it a couple of times a year - find there's lots of competition and decent prices on flights up there. Rarely pay more than $350 r/t from Ottawa.

On the west coast I'd say Prince Rupert, beautiful area with tons of mountains etc. incredibly scenic train trip or drive down the yellowhead.

Out east Gaspe is quite nice, especially in the fall.

YFB (Iqualuit) runs out of YOW, and can often be around $1000 to $1300 roundtrip. There is often space available as well.
