Cancelled and rebooked at $162/pp but it was now 2 mint certs for the upgrade. The mint price was $1116.
The mint price dropped to $852 and it went back to 1 mint cert for the upgrade.
When the mint price dropped it went from 2 certs back to 1. None of the mint seats were assigned at any point.

I have found I-class inventory to be a decent predictor of 1-cert upgrades, on JFK-LAX at least. Same inventory used for partner awards, IIRC.
When talking to one of the agents on the Mosaic line, she said that for domestic Mint routes, there are 4 Mint fare classes, from cheapest to most expensive: I, D, C, J. The Move To Mint certificates is almost always directly tied to the Mint fare class, I needs one, D needs 2, C needs 3, and J needs 4. The amount of the Blue fare is irrelevant.
If you do not have Expert Flyer, Expedia can show you the fare class. If you select the Mint flight, click on "show details," and it will say something like Business (C).
