I think the only way around that is to reactivate the account first by earning Avios via flight credits, e-store purchases, and the like.
FYI. tons of issues when you have inactive BA or IB accounts.

also, anyone know how credit card purchases of avios is coded for BA/IB? looks like points.com is no longer used. does it code as travel? or airline?
