Not allowed--Aruba.

(Maryland allows left turns on red from a one way street to a one way street.)

That's written into the right-on-red regulations throughout the U.S., I think. It's certainly true in the places I've checked, none of which was either of those.

I'm not aware of it being allowed anywhere in Europe, certainly not anywhere I've been (which is a lot of countries!).

I'm not aware of it being allowed (or its left equivalent) anywhere outside of North America. It's one of the few sensible American rules, although I find that most non-Americans I speak to find it very confusing.

It is allowed in Germany when indicated by traffic signs. Those signs are very rare. I lived in Germany for 9 years and can only remember a couple of those.

Is turning right on a red light allowed when you're driving on the autobahn with no speed restrictions?

I don't think they have many lights on the Autobahn. ;-)

Perish the thought! 150mph and you come across a red light?!?!?!

The UK does not allow turns on a red signal (dedicated filter lanes excepted, and they have either a sign or green arrow and they are pretty rare)

Japan, no left on red as stated earlier. Unless you're on a U.S military installation.

A more obscure variation of this question:

In California, you may turn right on right after stopping and yielding, but not if the red light is a red right arrow.

In some other states in the US, a red right arrow does not prohibit turning right on red after stopping and yielding.

One of my favorites - left on red between two one-way streets. When I use it, my passenger is almost always surprised and unaware of the law.
