which cities/states/countries do not allow turning right on a red light? (even when there is no "No turn on red" signs)

This is one of the most confusing rules that I encounter when I travel. It varies from country to country, state to state(?), and sometimes even different cities in the same state/province have different rules...

In the island of Montreal , one is not allowed to turn right on red. But one can do so if he/she is outside of the island.

Well Australia does not.. But more to the point they do not allow left on red unless signposted..
One of the more sensible laws in the USA.

New York City. There are signs posted at the principal highway entrances to the city advising motorists of this, since "right on red" is permitted elsewhere in New York State.

In North America the answer is the island of Manhattan and the island of Montreal.

AAA used to print this on their maps and guides- In the US it's only NYC unless something has changed.

Kind of. DC allows right on red, and then puts up signs prohibiting it at about 90% of their intersections.
