which cities/states/countries do not allow turning right on a red light? (even when there is no "No turn on red" signs)
This is one of the most confusing rules that I encounter when I travel. It varies from country to country, state to state(?), and sometimes even different cities in the same state/province have different rules...

In the island of Montreal , one is not allowed to turn right on red. But one can do so if he/she is outside of the island.

New York City. There are signs posted at the principal highway entrances to the city advising motorists of this, since "right on red" is permitted elsewhere in New York State.
