Customs fees for a Japanese citizen visiting the US

Hey all,

A Japanese business client is visiting the US next week to work with me - we'll be coordinating on a course here in the US. He's a Japanese citizen.

He'll be bringing tools with him that we will be distributing to our students for the course. I'm confused about whether or not he'll need to pay customs fees when entering the US.
  1. What are the limits?
  2. If there are fees, does anyone know what the percentage would be?

Are the tools going to be remain in the US or exported back to Japan after the course is over?
