Barclay's US Air 5000 discount
I have the Barclay's US Air Mastercard and it says I get 5000 miles discount on award redemption. How does this work? Do I have to have 25k miles and get 5k rebate? Can I book if I only have 20k? Do I have to call?

No, you don't have to call; it's priced on the website, assuming it is a trip that be booked there.
Keep in mind, this is only for US-operated flights -- no partners.
Now, as a moderator, I will note that this issue relates to the US Airways Dividend Miles program, so belongs in the sub-forum devoted to that program (until the merger of the two programs happens at some point in the future). So I'll move this thread over there.

As long as you have 20k in your account, you're good to go. Its not a rebate.
