Blackout dates?

Blackout dates?
Ok, I admit, I'm a newbie when it comes to USAir awards, having never redeemed one... So I go on the website and see that "The following list of blackout dates apply only to Economy Class awards that include travel on US Airways" and of course the date I want is included. However, my interest is to book a Star Alliance award on United/Air Canada.
The reservations people tell me that the same blackout dates still apply, even though neither United nor AC have blackout, at least for their own members.
So am I wrong or are the USAir people wrong? BTW, I have no status on USAir.
