Right . . . if you are a 1P (Premier Exec) you get E+ for free.
You can verify this by looking at the seatmap for your flight under "My Itineraries". You should see all the E+ seats - just take your pick.
If E+ does not show on the seatmap, something amiss. Just call United to clear up.
