Manually re-ticket

I changed an itin today for the second time. Once the dust settled, I asked about an upgrade and the agent said that because this was the second change, it has to "go downstairs" to be manually re-ticketed. I have to call back tonight to request the upgrade after it's been re-ticketed.

Does this sound right?

I had similarly strange experience with Global Services on a weekend day. I made a change to a fully refundable, no penalty, 3 day advance purchase fare on the day of departure. I owed the difference in fare: $50. Same story about no upgrade until the new ticket was done -- and "the ticketing department is closed on weekends." Eventually they found a way to confirm the upgrade and have me pay the $50 at the airport.
