Refundable or Not?

I am looking at the rules for a ticket in H class and I don't really understand if it means that it is refundable or not if I cancel. Can anybody explain. Here is the rule from united site:

16. PENALTIES
UNLESS OTHERWISE SPECIFIED

CANCELLATIONS

BEFORE DEPARTURE
CHARGE CAD 300.00 FOR CANCEL/NO-SHOW/REFUND.
CHILD/INFANT DISCOUNTS APPLY.
WAIVED FOR UPGRADE TO HIGHER FARE/DEATH OF PASSENGER
OR FAMILY MEMBER.
NOTE -
THE CHARGE ABOVE APPLIES BEFORE THE TICKETING
DEADLINE.
IN THE EVENT OF UPGRADE THE NON-REFUNDABLE AMOUNT
REMAINS NON-REFUNDABLE.

AFTER DEPARTURE
TICKET IS NON-REFUNDABLE.
WAIVED FOR UPGRADE TO HIGHER FARE/DEATH OF PASSENGER
OR FAMILY MEMBER.
NOTE -
THE CHARGE ABOVE APPLIES AFTER THE TICKETING
DEADLINE.
THE NON-REFUNDABLE AMOUNT MAY BE USED AS CREDIT
TOWARDS PAYMENT OF A HIGHER APPLICABLE NORMAL OR
EXCURSION FARE. THE ORIGINAL NON-REFUNDABLE
AMOUNT REMAINS NON-REFUNDABLE.

I'm only a partial ticket pundit, but it looks to be you can cancel prior to departure and get a refund, minus $300 CDN. A better deal, as with most UA international tickets, is to trade it for any other UA ticket, int'l or domestic, any routing, that has a base fare of $1 more than the untaxed fare of the old ticket - then there is no penalty at all. And finally, if you are convinced you will never fly UA again, make the trade up for a slightly higher fare on a routing where there is very little service, e.g., IAD-STT (2 flights per week), 330 days out, wait for a time change in the schedule, and then phone for a full refund with no penalty due to the schedule change. (But the latter strategy could be the subject of an entire new thread!).

What's the market and fare basis?

This is most likely a non-ref fare. A fare can be non-refundable and still have a cancellation of $300.
