IN > PN?

There's been extensive discussion about a trend that started a few years ago about IN >= PZ, but unless this is a glitch, I'm now seeing that IN >= PN too. Two examples:

January 29, UA 1175, SFO-HNL: J9 JN9 C9 D9 Z9 ZN9 P9 PN4 PZ0 IN9 I0
February 4, UA 1947, HNL-SFO: J9 JN9 C9 D9 Z9 ZN9 P9 PN0 PZ0 IN4 I0

Has anyone else seen this?
