You're paying $17.24 per 1000 miles, when they normally sell them at $35 per 1000 miles. So in that sense yes.
However you're still paying 1.724 cents per mile. Unless you find redemptions that are over that amount (which are becoming increasingly rare), you're still coming out at a loss. TPG most recently valued UA miles at 1.21 cpm. And they have an absolute floor of 1cpm (via pay with money + miles).

You are purchasing at 1.72 cpm, do you think you can get that much value?
This is better than UA's best 2 cpm deals but high value mileage redemptions have been more difficult to find -- they exist, will they for you?
The generally recommendation is not to hoard or speculatively purchase miles. But if you have a nearterm need and can get better then 1.72 cpm, then it is a good deal.
It is pretty easy to get roughly 2 cpm purchases via Award Accelerator or these regular sales. 3.5 cpm is far from the going price.
