For future scenarios; hand up, call again. And post the scenario on FlyerTalk before moving forward with a resolution, not after. . And the flight isn't for months so the situation will be repeated multiple times prior to the flight.

Three agents did this. Someone at corporate listened to the tapes of the recordings and admitted they were wrong.

What was the original trip?

What receipts or confirmation records do you have, and what items do they list?

Hope this doesn't come off as an "attack".

I think that the problem is that people are (understandably) asking for details. Change fee? Almost certainly not. Maybe an inexperienced agent used the wrong term. Or maybe there was a misunderstanding. Maybe the agent charged for a new ticket without applying credit for the old one. Or maybe the agent did everything right and there is now a cheaper fare available than there was then. Maybe UA did this as a customer service gesture to make up for the botched wheelchair service. Who knows? The OP got what he requested (a refund) and we don't know why.

My point is, I don't think that we will ever know why; we just don't have enough information to figure it out.
