Aside that these are a terrible use of miles (typically 0.3 cents per mile), there are certain T&Cs restrictions
-- are you purchasing from a USA location? Not outside the USA?
-- No other items purchased with miles the same day?

Are you a premier? I think (and I could be remembering incorrectly), that at least at one point, gift cards with miles were only available for Premiers go purchase.

I have been redeeming for gift cards with no issues other than being limited to one card per day.
I am aware that it is a pretty awful use of miles, but I have more than I will ever use and on the verge of retirement,with little future travel, so routine expenses are a priority.
