That's completely different. Giving someone a buddy pass and only charging them what the flight(s) actually cost the employee (it is payroll deducted) is within the rules and in fact what buddy passes are designed to be used for.

It is when the employee makes a profit that is against the rules.

If we're discussing abusing pass privileges as in non-reimbursement money transactions or whether they take precedence for J/F seats, then passing food/amenity is totally not the same, or at least at the same level.

If you see "special treatment", it probably has to do with companions of the pilots or FAs, not strangers. They may be able to cross the class divider to meet with crew members. And the food in question is most likely leftover J/F (otherwise known as a huge waste). Probably not the hot entrees, or in the dark, or invited over to J/F to consume. Companions are usually discreet.
