I think the issue is less about the location of the photo but rather the decision not to pick a more iconic location in Shanghai like the Bund.

HKIA cost more to build than KIX, if you take the supporting infrastructure into account, and after the third runway is complete, there will be no argument at all. The total bill for Daxing (could be huge) remains a wildcard though.

From the filming, the skies don't look that blue . . .

Anyway, Shanghai isn't nearly as bad as Beijing and does get blue(ish) skies more frequently.

Not much different than magazine covers of Hollywood don't actually look like them in person - they magically lose weight, wrinkles removed, etc.
