Getting upgrades to/from IAD are difficult due in large part to all the government flyers and contractors on full fare (Y) economy tickets. Government travelers and most government contractors must purchase refundable tickets, and those tend to be Y class fares (especially to major hubs) when flying on business days during business hours. GSA has negotiated Y class fare rates for government travel that are typically 25-50% of what private individuals and businesses must pay for those fares.
