People blame UA for this, it's not UA's call. If you see a very cheap business class fare, and it's not one of the JV partners, chances are it can't be purchased on UA stock. Same is true for the cheap SK TATL fares.
It is both stock and combinability. TK won't let its discounted fares be issued on stock other than its own.
Code:
GENERAL RULE - APPLY UNLESS OTHERWISE SPECIFIED
TICKETS MUST BE ISSUED ON THE STOCK OF TK AND MAY NOT
   BE SOLD IN ERITREA/SUDAN/NIGERIA/EGYPT/VENEZUELA. AND
MAY ONLY BE SOLD IN AREA 3/AREA 2/AREA 1.
UA won't combine with non-JV partners.
Code:
   ROUND TRIPS/CIRCLE TRIPS
FARES MAY BE COMBINED ON A HALF ROUND TRIP BASIS
     -TO FORM ROUND TRIPS
     -TO FORM CIRCLE TRIPS
A MAXIMUM OF TWO INTERNATIONAL FARE COMPONENTS
      PERMITTED.
     PROVIDED -
COMBINATIONS ARE WITH ANY FARE FOR CARRIER UA/LH/
       LX/OS/SN/AC IN ANY RULE
       FOR TRAVEL VIA THE ATLANTIC.
In theory if UA allowed combinability with the TK fare then TK could sell the mixed flights. UA doesn't so TK cannot.

Yes, you're right . . . but the reason people are continually asking the same question here ("why can't I buy this flight through UA?") is PQD. The plating restriction is the end of that inquiry.

PQD may be a reason for many, but not necessarily everyone. While there are lots of complaints about the UA site, the TK site is much worse (or at least was...think they've redone it, but haven't played around with it much).

If they don't mind TK stock, but don't want to use the TK website, they can just use a travel agent. But that's not a solution if the goal is UA PQD.

There might be an occasional exception, but I would wager that 99.9% of the time this question is posted here, it's driven by PQD.

Little different then you but last week when booking ROC-SFO(connecting in ORD) and return SFO-EWR outbound leg in Z and return in K. For some reason UA wanted 249 for the return if I did that RT but on a new PNR booking as a OW I got it for 149.
