Return via EWR or IAD?
Neither, and often a PITA to get back in thru security, although possibly at EWR you'll need to take train to different terminal as well.

IAD gets my vote, too. It's not very good, but I'd do pretty much anything to avoid EWR.

At certain times of day, IAD without Global Entry can be horrifyingly crowded and frustratingly warm to boot. I've never seen EWR horrible, but I have seen it very full and been happy for Global Entry.

Different people have different opinions. I had had only slow times at IAD immigration & customs and find IAD airport itself quite unpleasant unlike EWR airport's Terminal C. That said, why not leave via one airport and return via the other?

Do you have Global Entry and PreCheck? As you list two airports to return to are you connecting through IAD or EWR ?
I'm sure someone will chime in if this has changed but connecting through IAD with with Global Entry and PreCheck only GE is useful. GE is quick through passport control but connecting in the infield C concourse does not have a precheck line for security. I have always had slow times through security when I connect at IAD.

I would go through EWR for immigration and connections. IAD immigration and concourse C re-entry are the surliest, unhelpful bunch in the United hub system. Plus there's no pre-check. Downside to EWR is the weather related delays.

We arrived into IAD from FRA in late March about 10pm on a Saturday night. Ours was the only flight going through customs at the time and we sailed through in minutes. We did not have Global Entry.
