False.
PQD are only earnt on flights that also earn RDM (and meet the other eligibility criteria, which do not include PQM earning).
This page has a chart where you can see the situations where you earn PQD without PQM.

United.com booking with American/US Air planes?
I have an upcoming flight SFO-LIH ( via LAX, and PHX on the way back). I noticed that 3 out of 4 flights are operated by American, or US Airways. Is it common to see these airlines when you make a reservation on United.com?

Following up on this topic- I noticed that my tickets purchased on United.com all start with 016. Does that mean the miles should have posted to my United account?
As a refresher, I bought tickets on United.com, however 3 out of 4 flights were operated by US Air, and AA.

Ticket stock is essentially irrelevant except for who can change it in advance. It is certainly irrelevant for mileage earning. If the operating carrier is a partner, assuming an earning fare class, you earn miles. If it isn't a partner, you don't. Simple as that.
