Makes sense. Given that UA advertised the flight as CPU-eligible, it places them in real jeopardy of a DOT violation to remove even a potential benefit which might never come to pass. On the other hand, think of the nightmare of clearing and then boarding flights where for a period of months, there are some pax CPU eligible and others not. Think of the 1K who purchased the day after the announcement kvetching about the Silver who purchased the day before the announcement and who gets to sit up front.
Easier, cleaner, better & more customer-friendly to simply hand out a few UG's and be done with it. No UG list at the gate or anything.
