Baggage fee on *A return flight

Hi,
I'm UA Plat, based in SF, and I bought 2 award tickets for my mom to Shanghai. She is visiting my Aunt in Vegas on the way back. I booked as two separate itineraries.
SFO-PVG (all UA)
PVG-NRT-SFO-LAS (PVG-NRT is ANA, rest is UA)
On her 1st trip, she inherits my status and gets up to 3 bags free.
On her 2nd trip, 2nd bag charge is $70 (because of ANA?)
Is there any way for her to get 2nd bag waived? Was I supposed to book the whole thing as a multi-destination in one itinerary to get 2nd bag free? Or will she have to pay the baggage fee for ANA either way?
Any help on this would be appreciated. Worst case she'll just bring one bag.

Ignore this, I called the Premier Line and they were able to put in a note to get it waived.

Not entirely sure ANA will be able to see a note inserted into a UA PNR - my guess would be no.

1. As others note, it is extraordinarily unlikely that anybody but a UA agent and then only a UA who actually looks, would see the note. It is even more unlikely that any other carrier would honor the request.
2. As to your original question. If you had booked on one itinerary, the baggage allowance for the originating carrier of the first segment (UA) would have carried through for the entire remainder of the itinerary.
Bottom line is that mom ought to be prepared to pay on the return.

Update: Looks like you guys were right, ANA did NOT honor the request. My mom just landed in LAS and called me to say she had to pay the $70. She said ANA staff told her this was a common problem with United Elites expecting their 2nd/3rd bags to be free. ANA said their contract with United only allows 1 bag free, period.
I called the Premier Line and they were unable to help me. The lady was unsure why the person I called a few weeks said that she put in a note to get it waived at ANA. She suggested I use the Contact Us to send my feedback.
I understand that the $70 is ANA's policy, and I have no problem with that. My problem was that I specifically asked UA Premier if I could get the 2nd bag waived for my mom, and was assured that they put in a note to take care of it on ANA's end.
Sent my feedback online, I guess the best I can hope for is some travel credit or miles?

You were advised here it would not happen and yet still expected it to happen?
