I used to do that all the time with my carryon (usually a laptop backpack), but a couple of years ago, a very nice UA FA was doing a final check before landing stopped and told me that he thought what I did was a good idea, but that it was against the safety rules, so I unhooked the seatbelt and slipped the bag back down underneath the seat in front of me. My opinion is that the bag would be less likely to go flying anywhere in an emergency if it were strapped in. He and I had chatted pleasantly throughout the flight and I didn't get the sense that he was making up rules.

Perhaps Bal,B. had status. Was Cel,C. on the flight? Keep in mind, it's not unusual for United to bump people for inanimate objects. I think the rules are:
