AFAIK, the TCV can be used to pay for both the ticket and taxes, fully qualifies for PQDs, and it retains any residual value. Whereas a 1016 cert is a one time use cert that can only be applied to the base fare, excludes taxes, retains no residual value, and lowers PQDs as a discount.

There are pros and cons to both. The TCVs are multi-use with residual value; the 1016s are not. If it is a big credit that can have an impact on the real value received based on the types of tickets you typically buy.

As noted above, they reduce the base fare which can reduce the taxes owed as well.

how/why do TCVA's get issued - lost bags and/or VDB? i've only received 1016s (because of delays and cancellations via united.com/appreciation).

i'm waiting to book the LAX-BAH MR as it would be a perfect use for an e-cert that i hopefully get this week due to weather that should affect the northeast, but breakdown on that is $199 base fare + $558 taxes/fees. it's entirely on UA metal, so the alternative payment options are available.

Most tho not all "016" e-certs are issued via the appreciation website and most tho not all TCVA e-certs are issued at the airport for VDB's, downgrades and other things airport related (tho not sure about missing bags) and from contacting customer relations directly (e-mail or phone)
