AFAIK, the TCV can be used to pay for both the ticket and taxes, fully qualifies for PQDs, and it retains any residual value. Whereas a 1016 cert is a one time use cert that can only be applied to the base fare, excludes taxes, retains no residual value, and lowers PQDs as a discount.
