No. According to http://pss.united.com/web/en-US/cont...e/default.aspx, it's ...
So time of check-in is used as a tie-breaker.
Priority within 24 hours
New waitlist requests for MileagePlus Upgrade Awards, Regional Premier Upgrades, and Global Premier Upgrades can be made until 24 hours prior to departure. At 24 hours from departure, waitlists will expire and automatic processing of upgrades, per the priority listed above, will continue. As customers check in, they will be placed on an airport upgrade standby list. This standby list will clear starting at two hours prior to departure, based on Premier status, fare class and time of check-in.

Ok, the story on the return CDG-FRA-IAD. Check in at CDG with Lufthansa, get boarding passes CDG-FRA and FRA-IAD printed by LH on LH stock...
At FRA, go thru the security questions ritual at the gate, then agent suddenly says "let me print your electronic ticket"- hunh? Tries, no luck. Calls another agent (as I am thinking I had a BP from LH, what do I need another BP for?). After several minutes of furious keys strokes, the second agent says "we can't find your ticket". Calls a third agent, and after a few minutes manages to cough up a BP. Third agent walks me through the BP machines cursing Shares all the time -22 year old system, etc etc
In the cosmic scale of things, i suppose no big deal, but it is depressing to hear front lines employees venting, and to keep having these glitches.
After hearing the LAX story on another post, I am taking AA LAX-IAD back next week. On a paid F fare. I am not playing Russian Roulette with these guys still things settle down.
